Address is one of the most common information stored in many systems.  As different systems used by users of different departments, it is very difficult to enforce a council wide standard of address format through office instructions.  An automatic address template can be used to maintain a uniform format of address across different application systems.

It was requested to develop a common address template module for all application systems.  Since some systems are client-server based (e.g. DATES) while others are web-based (e.g. CRM), the address template must be able to handle multiple platform and access mode.
Deployment is another concern.  As all users of all systems in all offices (including overseas offices) will use the same address template, to simplify the deployment, it was recommended to implement the address template as a centralized web page.
However, it introduced the performance issue, some overseas offices’ Internet connections are very unstable.
